An Assessment Model for Libraries' Readiness to Adopt Artificial Intelligence: A Technology-Organization-Environment Approach

The adoption of artificial intelligence (AI) in libraries promises enhanced services and efficiency, yet is often hampered by the lack of a structured readiness assessment model. This study aims to develop a readiness measurement model using the Technology-Organization-Environment (TOE) framework, validated through a mixed-method approach. The qualitative phase involved identifying 10 indicators via literature review and content validation by three experts (CVI ≥ 0.89). The quantitative phase applied the Analytical Hierarchy Process (AHP) to ten head librarians to derive priority weights for each dimension and indicator. Results show the Organizational dimension holds the highest weight (0.412), followed by Technology (0.356) and Environment (0.232), with key indicators: management support (0.187), staff competence (0.145), and IT infrastructure (0.131). The model was piloted on five libraries, yielding readiness scores between 58.4 and 82.7. This model provides a comprehensive, adaptable assessment tool for various library types.
